I believe Obama tried to do the right thing securing the “Central Reference Library” (otherwise known as the Soviet Bioweapons Arsenal), in Odessa in 2010. But Kissinger and State Dept used them to counter the Russians at Sevastopol. There is a Kazak connection to Odessa.
